Future Public Service Reform in Australia

The Robodebt fiasco demonstrated how much damage is possible from a loss of integrity and capability in the APS. But it was not the only example of improper behaviour, and the APS is not alone across Â鶹´«Ã½AV jurisdictions. The seminar will first identify the reforms the Albanese Government is undertaking before discussing a much more comprehensive reform agenda to achieve and sustain necessary changes.

The seminar will then take a step back to reflect upon the reforms of the last forty years, their achievements and their unintended consequences. While promoting 'management for results' through NPM and NPG reforms, Australia went further than other Anglophone countries in politicising the public service and making use of external organisations to conduct public activities. The correction now needed to rebuild capability and restore the standing of the civil service as an institution could involve drawing on the Neo-Weberian State (NWS) paradigm being advocated by some European scholars, with more emphasis on traditional public administration and less emphasis on markets and networks. But a hybrid model is the most likely one to emerge.
